A busy sidewalk in Historic Downtown

In 1986, City Council recognized the need to plan for the redevelopment of downtown. Since that time, subsequent plans have indicated a vision for a pedestrian-friendly environment with thriving businesses and the residential population needed to sustain a mixed-use neighborhood. However, none provided detailed infrastructure plans to realize the vision – until now.

In coordination with the Economic Development Corporation, the city has contracted with a consultant [Pacheco Koch] to work with stakeholders and the community to develop a design for the downtown core. When the plan is completed, it will provide a blueprint on where and how sidewalks, lighting, signage, infrastructure, parking, landscaping and streets will be improved.

Following meetings with the property owners and businesses within the downtown target area, the design team has prepared a second Preliminary Draft of the Complete Streets Design. Comment period will be open until October 31, 2019 (click here to download a PDF).

  • Will this new Downtown core draw in new permanent retail space and/or opportunities to host food trucks/stands? (Example, the Truck Yard located in Greenville near the Trader Joe’s

    Thank you for your question. At this time, private developers have not proposed a food truck park. However, it is conceivable that there could be one on private or public property.

  • Has Force Protection been kept in mind when designing the area? Methods of keeping potential terrorist activities from occurring. Like movable bollards to stop traffic from entering potentially crowded pedestrain areas.

    Yes, it will be integrated when construction for those areas begin.

  • Instead of a parking lot at O or between A and B, could a parking garage be built?

    A parking study is still underway, and that will tell us if a parking garage is warranted to serve the area.
